Please read the review of the Honda 250 Rebel at http://www.motorcycle.com before you consider one. No doubt it is a well-made, reliable little scoot ( I've had a Honda before, a CB400F, and it was fine), but I would be surprised if you didn't grow bored of it within one riding season. The Savage is almost as light, but has plenty more torque, making it very difficult for the new rider to stall it off the line, and as many of us will attest, you can ride it for years. Perhaps with a bit of tinkering, but then you'll probably want to do that with any bike. That's what they're for!
If you have your heart set on a reasonably-priced 250, check out the Suzuki GZ250. It's a single, with more torque than the Rebel, and priced much lower than the Yamaha V-twin 250. Kawasaki has one too, but it's in the crotch-rocket style that I doubt you're looking for (if you're asking questions on this forum).
Bottom line, the Savage makes a great first (or maybe even last) bike.
